Environmental and Waste legislation is a series of laws enacted in the form of a Statutory Instrument by a legislative body or part of Government. These laws form a collection of rules which are imposed upon us in the form of regulations.
In England & Wales, the Environment Agency (EA) is charged with the protection of the environment and is responsible for waste regulation. In Scotland it is the Scottish Environmental Protection Agency (SEPA) and in Northern Ireland the Environment & Heritage Service for Northern Ireland (EHSNI). Their role of controlling or directing waste producers according to a prescribed guide for conduct or action is very complex.
Often, interim guidance is required to clarify the interpretation of these regulations. Nevertheless, this guidance rarely, if ever, reaches the individual waste producers in a format that is simple or easily understood.
Complying with regulations that are not easily understood is difficult enough for companies with managers dedicated to the task. For smaller and medium sized companies, it can be an almost impossible task.
