Fixed Penalty Notices (FPNs)
On April 2nd 2007 the Environment Agency (EA) announced that it would implement its powers under Regulation 70 of the Hazardous Waste Regulations 2005 to issue Fixed Penalty Notices (FPNs) for certain environmental offences including;
- Failure to provide evidence of being a registered waste carrier.
- Failing to comply with laws on the Duty of Care.
- Certain offences relating to managing hazardous waste as set out in the hazardous waste regulations.
Liz Parkes, Head of Waste Regulation at the Agency said: "Use of FPNs will help encourage business to comply with the law, particularly in the areas of hazardous waste and waste transportation. FPNs also help in our fight against illegal waste activity allowing us to target our enforcement resources on tackling more serious waste crimes."
Liz Parkes continued: "Everyone has a duty to make sure their waste is disposed of legally. We want to encourage businesses to comply with the law and stamp out illegal businesses so that the only ones left are those that care about our environment."
