Definitions of what are not classified as premises for the purpose of Premises Notification

You do not need to notify locations at which Hazardous wastes are produced where those locations are not premises.

You do not need to use consignment notes to move hazardous waste from locations that are not premises.

The following areas in which Hazardous Waste is produced are NOT Premises for the pruposes of the Hazardous Waste Regulations 2005

Ambulance Services

Ambulances, other mobile healthcare providers are not premises.

Any Premises where waste is returned to, for example the ambulance station, medical practice or hospital should be notified.

Highways maintenance

The places where highways authorities carry out routine maintenance of the highway, for example spillage or gully cleaning are not premises.

Routine maintenance does not include planned construction or demolition activities. Any body undertaking construction works, even if carried out quickly, should Notify the Location as a Premises. If there are significant interruptions in the continuation of the works on the site, two or more notifications will be needed.

Railway Networks

The places where maintenance works on a railway network are carried out are not premises.

Depots where generated hazardous waste is moved to will need to be Notified. Routine maintenance does not include planned construction or demolition activities. Any body undertaking construction works, even if carried out quickly, should Notify the Location as a Premises. If there are significant interruptions in the continuation of the works on the site, two or more notifications will be needed.

Roadside Vehicle Maintenance

Vehicles being maintained or repaired on the highway or any other place by a roadside breakdown service are not premises.

The Premises at which a vehicle is serviced, maintained or repaired must be notified if not exempt.

Utility Infrastructure

Utility service infrastructure such as lampposts, telegraph poles, phone boxes, pylons, pipelines, cables are not premises.

Note. Where waste arises from electricity sub-stations, pumping stations or the equivalent, these are classified as premises, require notifying and the waste should be consigned.

Waterways

The places where maintenance or pollution control activities are done along rivers, canals and other waterways are not premises.

Depots where generated hazardous waste is moved to will need to be Notified. Routine maintenance does not include planned construction or demolition activities. Any body undertaking construction works, even if carried out quickly, should Notify the Location as a Premises. If there are significant interruptions in the continuation of the works on the site, two or more notifications will be needed.
